Conclusiones y Aspectos Claves

The first IPC Chronic Food Insecurity Analysis has been conducted in Timor-Leste covered all 13 municipalities. According to the analysis found out that Ermera, Oecusse and Manufahi municipalities have very high prevalence of food insecurity and the most concerned areas that have been classified in severe Chronic Food Insecurity (CFI) (Level 4). The other nine municipalities have been classified in moderate CFI (Level 3) and only Dili municipality have been classified in mild Chronic Food Insecurity (Level 2). 

The percentage of population classified in level 4 is Oecusse (58 percent) followed by Ermera (55 percent) and Manufahi (40 percent). Meanwhile percentage of population classified in moderate Chronic Food Insecurity level 3 composed of Ainaro and Covalima (43 percent) followed by Luatem and Manatuto (40 percent).

Based on the analysis shown that only 20 percent of the population in Timor-Leste does not face chronic food insecurity, 39 percent mildly face Chronic Food Insecurity [CFI] while 36 percent [429.766] of the total population affected by Chronic Food Insecurity moderate and severe [level 3 and level 4].

The main drivers of chronic food insecurity are access and utilization factors. Generally, the human, physical and financial capitals are major underlying factors in the Level 3 and 4 areas.   The poor nutritional status of children and lack of dietary diversity among women and children are common problems across the analyzed districts. Moreover, household food consumption quantity and child feeding practices are also very poor; 86.61 percent of children aged 6-23 months do not consume Minimum Acceptable Diet [MAD] and 66 percent children do not eating minimum Dietary Diversity [MDD].  As a result, the situation immediately requires mid to long term interventions by the Government and development partners addressing issues such as education and economic access to promote employment, dietary diversity and good nutrition

Refer to the findings of the analysis that classified in severe level, its require immediate coordination among decision maker for integrate long term intervention that involve government institution, Development Partners and NGOs to address all the limiting and contributing factors associated with food access, utilization, shocks and employment opportunities that indicated in moderate [level 3] especially severe [level 4] municipalities through:

     Interventions focusing on enhancing and diversifying income generation opportunities to strengthen livelihoods and economic empowerment. These programs need to be integrated with the operational market as well as functional value chain. 

        Interventions that focus on WASH, behavior change, education, care practices and nutrition. 

For prioritizing interventions and targeting the most affected population, table 1 and 2 below provide an overview of the major factors contributing to the severe chronic food insecurity that should be addressed and the populations affected to reach out in the 12 municipalities, especially those classified in Level 3 and 4.
Protocolos CIF para la clasificación de la Inseguridad alimentaria crónica

The first IPC Chronic Food Insecurity Analysis in Timor-Leste was conducted by the IPC National Technical Working Group (TWG), which is chaired by the Director General of Food Security and Cooperation (FSC) in the Ministry of Agriculture and fisheries. Members of the NTWG comprised of government officials from different Ministries, UN Agencies, national and international NGOs. All the members have experience and trained on the IPC Chronic Food Insecurity Classification protocols. The first IPC chronic food insecurity analysis was conducted on 23-27 April 2018 and was facilitated by the IPC Regional Coordinator and the IPC Regional Trainer & Data Analyst for Asia.  The analysis is based on secondary information, including Food Security and Nutrition Surveillance Project (FSNSP) findings, Multiple Indicator Cluster Survey (MICS), Joint Needs Assessment Reports by the Needs Assessment Working Group, the source data from Timor-Leste Living Standard Survey (GDE-MdPF), Demographic and Health Survey (GDE-MdPF no MdS), Census Populasaun (GDE-MdPF), Labour Force Survey (GDE-MdPF no SEPFOPE), Food and Nutrition Survey (UNICEF), Agriculture Data (MdA), Poverty Report (GDE-MoPF), Poverty  Report [2014]. Following the completion of the analysis, the findings were presented in several meetings with partners, analysts and high-level TWG members to reach technical consensus on the conclusions.

  • Form and legalize working groups by food security outcome/sector to provide specific data as require to better supporting the analysis. For example, the expert group in nutrition will explore and prepare the data set related to nutrition indicator of the IPC Chronic.
  • Establish a timeline for the next IPC Chronic analysis after consultations with committed analysts. 
  • Strengthen the capacity of the IPC National TWG by including participants from the Health, Nutrition and Gender sectors, Disaster Management, Water, Sanitation and Hygiene (WASH) Sector and food security related research agencies.

Título Aileu
Breve descripción del área y los medios de vida Aileu municipality is located 47 km (29 mil) Southwest of Dili, the national capital. AIleu has 135 sub villages (aldeia), 31 villages and 4 sub districts. It borders Dili to the North, Manatuto to the East, Manufahi to the Southeast, Ainaro to the South, Ermera to the West and Liquiçá to the Northwest. Aileu municipality has total 7.598 household [Census, 2015] and there are 367 households living in urban and 7,231 are living in rural area. Most population accounted 13,874 self employed as farmers and rely on agriculture as main source of household income. Total area devoted to agriculture about 3, 204 Ha, non agriculture 4,394 Ha and cultivated Area 2, 200 Ha, non cultivated 132 Ha. Level of agriculture activity carried out by private households indicated 3,472 households involve in minor agriculture activity (backyard], 3,837 households are producing mainly for home consumption with some sales and only 180 households producing mainly for sale with some home consumption. Despite majority of the population engaged in agricultural activity, population still experience food shortage from November to March due to subsistence cropping based on a low input and low output model. The farming is mostly based on shifting cultivation with shallow soils, which is usually the characteristic of the municipality's terrain [MAP, Crop Production Department and Seed of Life].

About 20% of HHs not expected consume a diet of adequate quality throughout the year, 60% of HHs unexpected to always be able to consume adequate diet quality. 17.3% of children age 6-23 months receiving minimum acceptable diet (MAD). Around 69% of children are not eating the minimum number of meals while 73% of HH with acceptable food consumption. 25% U5 children are moderately and 24% are severely stunted. While 41% of children under five are underweight. Data indicated that 83% of population aged 10 and above was self-employed (both farming and non-farming), Overall, 73% livelihood sources are mostly unsustainable and less diversified and dependency ratio is 80%. Meanwhile 87.4% HHs main source of income from agriculture production. 94% of the household are using solid fuel.

Breve descripción del área y los medios de vida Ainaro is located in the Southwest part of the country and has has a population of approximately 63,136 people and 10,601 households. The district borders the districts of Aileu to the North, Manufahi to the South, Cova-Lima to the Southwest, Bobonaro to the West, and Ermera to the Northwest. Ainaro has 131 sub villages (aldeia), 21 villages and 4 sub districts. Ainaro municipality has total 10,601 household and most of population accounted 17,608 [95,7%] of population in private households engaged in crop production and rely on agriculture as main source of household income [Census, 2015]. Level of agriculture activity carried out by private households indicated 5,368 households involve in minor agriculture activity (backyard], 4, 578 households are producing mainly for home consumption with some sales and only 433 households producing mainly for sale with some home consumption. The municipality has 6,076 Ha potential area for rice production and 9,000 Ha for maize production. Main type of crop produced in the municipality consist of Rice 2,734, Maize 9,476, Cassava, 8, 210, Sweet potato, 8, 599, Vegetables, 7, 740, Beans 5, 922 and Coffee. 6, 986 [Census, 2015]. Despite majority of the population engaged in agricultural activity, population still experience food shortage from November to March due to subsistence cropping based on a low input and low output model. The farming is mostly based on shifting cultivation with shallow soils, which is usually the characteristic of the municipality's terrain. Along the coastal of the municipality, lean season is more shorter in compare to highland because there is possibility to plant maize and rice during second season in May to July.

Breve descripción del área y los medios de vida Baucau is located on the eastern part of the country, around 122 km of Dili. It is the second biggest city of the country with an area of 1.494 km². Municipality of Baucau has 6 Sub-district, 59 Villages and sub village (Aldeia) 281; Its north edge is to the Wetar Strait; it also borders with the municipality of Lautém to the East, Viqueque to the South, and Manatuto to the West. [Source.....] Baucau municipality has the most highly developed agriculture in Timor-Leste. which has 14,423.00 Ha potential area for rice and 16.000 Ha for maize. The main economic activity of Baucau is on agriculture production counted about 27,764 [89.7%] Private Households engaged in Crop Production Level of agriculture activity carried out by private households shown that 10,212 households involve in minor agriculture activity (backyard], 11,037 households are producing mainly for home consumption with some sales and only 869 households producing mainly for sale with some home consumption. 43,120 35 Stunting among children shown majority about 48% in the level 1 and 2, 27% U5 children are moderately and 25% are severely stunted while 65.8% of women had normal BMI. Children of 6 to 23 months had anemia significantly decreased to 37,6% in compare to 2013 about 71.3% of children had anemia. On the other hand, Children eating minimum dietary diversity still very high about 87,5%. The data shown that 21,5% of HH with poor food consumption and 35% proportion of HH where children are NOT eating the minimum number of meals. In term of livelihood strategy about 81% of HHs are employed on farming/non farming and 75% source of income from agriculture which indicated 68% of HHs with unsustainable source of income, Dependency ratio in Baucau municipality is 88% which correlated to 51.5% of labor force with secondary and tertiary education and lower 32.4% of Secondary school net attendance ratio .

Breve descripción del área y los medios de vida Bobonaro municipality is situated on the western part of the country, and borders Indonesia to the west. It has 17, 635 households (Census 2015) and an area of 1.368 km². The capital of Bobonaro is Maliana, 149 km Southwest of Dili, the national capital. Bobonaro municipality consist of seven sub districts namely Atabae, Balibó, Bobonaro, Cailaco, Lolotoi and Maliana. Bobonaro municipality accounted 63.6 % of the population work in agriculture sector which level of agriculture activity indicated 8,184 households involve in minor agriculture activity (backyard], 8,581 households are producing mainly for home consumption with some sales and only 436 households producing mainly for sale with some home consumption. Bobonaro has potential about 7,662 Ha for rice production while 25.477 Ha for maize. Maliana has good irrigation system and well known as rice producer in Timor-Leste. Despite majority of the population engaged in agricultural activity, population still experience food shortage from November to March due to subsistence cropping based on a low input and low output model (Census, 2015).

Título Covalima
Breve descripción del área y los medios de vida Covalima is a municipality that situated in the Southwest part of the country. It has an area of 1,230 km² with total population about 65,301 (census 2015). The capital of the Covalima municipality is Suai, which lies 136 km from Dili the national capital. It has 7 administrative posts (sub districts) consist of Fatululic, Fatumean, Fohorem, Zumalai, Maucatar, Suai and Tilomar and has 30 sucos (villages). Covalima has borders with the Timor Sea to the south, the municipality Bobonaro to the north, Ainaro to the east, and the Indonesian province Nusa Tenggara Timur to the west. The landscape of Covalima is partly low land in the coastal line and high land mountainous in the north border with Bobonaro municipality. In terms of agriculture, mostly the agricultural activities and crop production is carried out by household level mainly are minor backyard activity, for home consumption with some sales and producing mainly for sale with some home consumption. Main food for production are rice, maize, cassava, sweet potato, vegetables, beans, coffee, coconut, fruits and timber trees. aside of this food production, Covalima is well known as the area of livestock and mostly household level have raised cattle, goat, buffalo, pig and other livestock. Despite majority of the population engaged in agricultural activity and livestock raising, population still experience food shortage from November to March in the upland while in the low land likely lean season more shorter even less food shortage because can grow in the second season. In terms of social and economy, the literacy rate in Covalima is 63.4% and poverty line rate is 53.1%

Breve descripción del área y los medios de vida Dili is the city of Dili which is also the national city of Timor-Leste. Dili municipality lies on the north coast of the island. It borders the districts of Manatuto to the east, Aileu to the south, Liquiça to the west and the Savu Sea to the north; it comprises also Atauro Island to the north. It has a population of 234.026 inhabitants (Census 2010) and 277. 279 [Census 2015] and 42,485 total households. Total of Dili municipality has an area of 364.1 km². Dili municipality comprises the sub districts of Atauro, Cristo-Rei, Dom Aleixo, Nain Feto, Metinaro and Vera Cruz. In compare to another municipality, Dili has 15,591 household employed in agriculture sector, 10,352 household employed in self employed non farmer and 10, 720 owned private business. Mostly agricultural potential area and agriculture activities concentrated in Atauro and Metinaro sub district. Breve descripción del área y los medios de vida Ermera municipality located in the central part of the country. It has an area of 746 km². The capital of Ermera is Gleno, 58 km southwest of Dili, the national capital. Ermera has 5 administrative posts that comprises of Atsabe, Ermera, Hatólia, Letefoho and Railaco. it has 52 villages (sucos). Ermera has borders with the Liquica Municipality to the north, Ainaro in the south, Aileu to the east and Bobonaro to the west. The landscape of Covalima is mostly high land mountainous. In terms of Agriculture, agriculture is the second occupation of the majority of the population in Ermera municipality and accounted at 20,671 [89,3%] from the total households rely on agricultural activity as second source household income. Among other agricultural practices, Ermera distinguishes itself as one of the major coffee growing areas. Coffee is an important cash crop and more than 60 percent of organic coffee in the country is produced from coffee plantations in Ermera municipality. Although Ermera is suitable for coffee production also has potential area for other agriculture in terms production of maize, cassava, potatoes, sweet potatoes, vegetables, beans and fruits. Breve descripción del área y los medios de vida Lautem Municipality lies on the eastern end of Timor Island; it also includes Jaco island. It has an area 1. 702 km² which comprises of sub districts of Iliomar, Lautem, Lospalos, Luro and Tutuala. Lautem has total 12,050 households which is 97% of the household engage in agriculture production, 42% of households involve in the minor agriculture activity (backyard), 56% of households producing mainly for home consumption with some sales and 2% of households producing mainly for sale with some home consumption. Households who produce maize around 89%, coconut 75%, cassava 72%, sweet potato 61%, fruit (permanent) 58%, beans 57%, fruit (temporary) 55%, timber trees 48%, vegetables 44%, rice 32%, others 21% and coffee 20%. The same as other municipalities,period of food shortage from November to March but normally in the zone D-F experience shorter food shortage because has an opportunity to plant in the second season.

Agriculture is the main occupation of the majority of the population accounted at 97% from the total population. Agricultural lands devoted to various agricultural activities cover about 12.177 hectares out of the total area wherein the major crops grown include rice, maize, cassava, sweet potato, vegetable, legume, coffee, coconut, fruits and timber trees. Level of agriculture activities mostly carried out by households involve in minor agriculture activity (backyard), producing mainly for home consumption with some sales and producing mainly for sale with some home consumption Manufahi also has potential in the development of livestock. Types of livestock that produced in the Municipality municipality are local chicken, local swine, goat, sheep, Buffalo, cattle and horse. Breve descripción del área y los medios de vida Oecusse well known as enclave municipality located on the north coast of the western part of Timor Island. It is separated from the rest of Timor-Leste by the Indonesian territory which surrounds the small enclave in all directions, except to the north, where it borders the Savu Sea. The territory has 14,345 households (Census 2015) and an area of 817.23 km². Oecusse has four sub districts composed of Nitibe, Oesilo, Pante Macassar and Passabe.
